Forty-five (45) Children Accused of Violating the Law (CAVL) 9-17 years old and elders 57-70
years old became recipients of the ACE International Philippines-Cagayan de Oro Chapter's
“Tahanan ng Kabataan” project on October 12, 2006, led by Letty Roque and Aida Jao, in
partnership with Kiwanis Club and 12 Tahanan ng Kabataan crew.
Pants, T-Shirt, briefs, rubber sandals, comb, toothpast, toothrush, bath soap, laundry soap,
face towel and small bible were distributed to the children, in addition to Value Formation
lectures and other supportive services,
Tahanan ng Kabataan is located inside the compound of J.R. Borja Hospital, Carmen, Cagayan
de Oro City. While waiting for their cases to heard in court, the children are housed in a prefab
building fenced with old galvanized roofings donated by S.M.
The age range of the children in Tahanan ng Kabataan is 10-17 yrs. old. There are 2 rape
cases, 3 theft, 2 robbery, 4 concealing knives, 1 murder and the rest were arrested for inhaling
rugby. Three boys do not have any case but were only taken from the streets and nobody
claims them (they were abandoned by their parents because they are mentally retarded).The
boys without detention dates had been in Tahanan for more than 2 years and the DSWD files
are not complete. Three of the boys were transferred to Gingoog Rehabilitation Center which is
outside Cagayan de Oro City.
Most of the CAVL are still in the grade school Grade I - VI. Only 2 of the prisoners reached high
school. They were given Alternative Learning Scheme ALS by Department of Education before
but it was stopped. ACE International-CDO Chapter is currently negotiating with schools to give
formal education to the children.
Negotiations are also now under way for possible acquisition of the 5 hectare land in Tagoloan,
for construction of a Rehabilitation Center, with pledges from donors and supporters. Plans for
the Rehab Center includes provision of computer lessons as well as farming and agriculture
activities to the children.
In the meantime, ACE International-CDO, intends to continue its project for the indigent children
of public schools, working hand in hand with the principal, school nurse and teachers to monitor
the physical and academic improvements of these children. Fifty (50) indigent children have
already been chosen from Bayabas Elem. School and Bugo Elementary School, where the first
weighing of these children will be done on October 27. Most of them are malnourished and
have to work before going to school.
Kiwanis Club of Bugo will have its project on November 18. There will be Responsible
Parenthood Lecture and Feeding Program in one of the barangays in Bugo.
